Ryan A. Costello, Esquire serves as Chair of the Chester County Board of Commissioners, the three-member governing body of the County. The Board is responsible for policy-making, fiscal management and the administration of county and maintains the goal of delivering services in an efficient, cost effective manner.

Under Costello’s leadership as Chairman in 2013, the Board of Commissioners approved a revised 5-year strategic plan for Chester County that set a range of priorities and goals in the area of health, environment, public safety, the county economy, transportation, and future growth. Elements of the strategic plan include maintaining Chester County’s “healthiest county” status; improving water quality and protecting open space; revitalization of urban cores; improving the county’s transportation infrastructure to address traffic and congestion, and promote job creation, tourism and the continued growth of agriculture sector.

Costello was first elected to the Board of Commissioners in 2011 and serves on the Chester County Pension Board, Prison Board, and Board of Elections. In addition, Ryan serves in leadership positions for a range of other state and regional organizations, the Chester County Industrial Development Authority, the Chester County Economic Development Council, the County Commissioners Association of Pennsylvania (CCAP) Human Services Committee, the Phoenixville Hospital Board of Trustees and the West Chester Business Improvement District Board of Directors.

Prior to his election as Commissioner, Costello served as the Chester County Recorder of Deeds and as Chairman and a member of the East Vincent Township Board of Supervisors.

A graduate of Ursinus College and the Villanova School of Law, Commissioner Costello has been a practicing attorney since 2002 with the Phoenixville firm of O’Donnell, Weiss & Mattei, P.C. His practice concentrates in the areas of real estate, land use, municipal law, civil litigation and business planning, and title insurance/settlement services.

He has previously served as a member of the Executive Board of the Chester County Association of Township Officials (CCATO), Northern Federation of Chester County Municipalities, Phoenixville Regional Planning Commission, Chester County Open Space Advisory Council, Phoenixville Main Street Community Development Corporation, and was pro bono solicitor for the Pottstown Police Athletic League, and the Schuylkill River Heritage Center.

Ryan and his wife, Christine, reside in West Chester.
